Low-carbon materials in Oman: EPS-cement, alternative binders and the road to net zero 2050

The policy backdrop

Oman is committed to reaching net zero emissions by 2050, aligned with international efforts to limit warming to 1.5°C. That commitment sits inside Oman Vision 2040, which emphasises energy diversification and sustainable development.

Reporting on Oman's carbon capture plans suggests that implementing carbon capture and storage could reduce emissions from the steel and cement industries by up to 90% — equivalent to roughly 10 million tonnes of CO2 a year. Cement is not a rounding error in that calculation; it is a central term.

What is actually available to specify

Expanded polystyrene (EPS)–cement composites are emerging in the Omani market as a practical option, with local reporting describing them as reshaping green building in the Sultanate. Their appeal in this climate is thermal: lower conductivity in the envelope translates directly into reduced cooling load over a building's life.

More broadly, low-carbon binders — fly ash, slag, calcined clays and limestone — substitute for a share of Portland cement and lower embodied emissions. Alternatives such as rammed earth and other low-carbon concrete substitutes are also being discussed for appropriate applications.

The lifecycle argument

Oman's construction sector faces growing pressure to align with stricter energy efficiency targets, with developers increasingly expected to deliver buildings that perform across their whole lifecycle rather than only at handover.

That reframes the specification question. A cheaper envelope that raises the cooling load for thirty years is not cheaper — it has simply moved the cost from the capital budget to the operating budget, where it compounds. In a climate like Oman's, envelope decisions are energy decisions.

How to approach it on a live project

Ask for embodied carbon alongside cost in material comparisons, so the trade-off is visible at the point of decision rather than reconstructed later.

Model the operational consequence of envelope choices — the cooling-load delta over the asset's life usually dominates the capital difference.

Confirm that any alternative binder or composite has the test data and approvals your authority will require, and that supply is deep enough for the programme. A material that is unavailable in month nine is a risk, not a saving.
