How to get a building permit in Muscat: steps, documents and fees
You cannot walk into Muscat Municipality with a sketch. Permits go through a licensed consultant office, against a fixed list of documents and a fee set per square metre. Here is the whole path, start to stamp.

Get the plot documents in order
You need the site plan, known locally as the krooki, and proof of ownership or a usufruct contract if the land is government land. The plot boundaries and the permitted use on the krooki drive everything that follows.

Appoint a licensed consultant
Muscat Municipality only accepts building permit applications through registered consulting offices. The consultant signs the drawings and is responsible for them, so choose one who will also stand behind the design on site.

Design to the Muscat building regulations
Local Order 23/92 sets setbacks, plot coverage, heights and the technical requirements for buildings in the Muscat area. A design that breaks a setback is the most common reason a file is returned.

Collect the other approvals
Depending on the building, approvals from the electricity and water authorities, civil defence and, for some uses, other ministries are needed before or alongside the municipality submission.

Submit the application
The consultant submits the application form, identity documents or commercial registration, the krooki, the ownership document, the consultant letter, site photographs and the architectural and structural drawings, in person or through the municipality's electronic building permit service. You receive a token number as acknowledgement.

Review
The municipality checks the plot history, registers the application and reviews the drawings against the regulations. Queries come back through the consultant.

Pay the fee
The base fee is 50 baisa per square metre of building area. Supplements apply for roof structures above half of the top floor area, basements and some external works. The municipality publishes a fee calculator.

Receive the permit and start correctly
After approval the drawings are stamped and returned with the building permit certificate. Before work starts the site must be fenced and kept clean, which the regulations require and inspectors check.
What it costs
The government services portal lists the building permit fee as 50 baisa per square metre, with an additional 500 baisa per square metre for roof area that exceeds half of the total building area. Muscat Municipality's own fee calculator adds supplements for roof structures, basements and external additions, and small fixed charges for replacing a permit or changing the owner's name.
For a 400 square metre villa the base permit fee is therefore about OMR 20. The permit is not where the money goes. The consultant's design fee, the authority approvals and the time lost when a file bounces cost far more than the permit itself.
How long it takes
The portal quotes a service duration of five days. That is the municipality's processing time for a complete file. Getting to a complete file, with a compliant design and the other authority approvals in hand, is what takes weeks. Plan the permit as a stage in the programme, not a form at the end of it.
Why files get returned
In our experience the same handful of problems account for most delays.
- A setback, height or coverage that does not meet Local Order 23/92.
- Drawings that do not match the krooki boundaries or the permitted use of the plot.
- A missing utility or civil defence approval.
- A consultant office whose registration has lapsed.
- Ownership documents in a different name from the applicant.
Outside Muscat
Other governorates run their own municipal permit services under the Ministry of Interior's municipal system, with the same principle: a licensed consultant, a complete document set and a fee per square metre. The details differ, so confirm the local list before you design.
