What it costs to build a villa in Oman in 2026: the drivers behind the number

Everyone wants a rate per square metre. Here is what the published figures actually say, what moves the number up or down, and how to get one you can build a budget on.

Start with the right unit

Rates are quoted per square metre of built-up area, not plot area. A 600 square metre plot with a 350 square metre villa is priced on 350. Built-up area normally includes covered terraces and garages at a reduced weighting, and excludes the boundary wall, landscape and the driveway, which are priced separately. Two quotes that measure area differently cannot be compared.

What the published figures say

Turner & Townsend's International Construction Market Survey 2018 put the average cost of construction in Muscat at USD 1,337, about OMR 514, per square metre, and noted that Muscat was one of only two markets surveyed where costs fell that year. That figure is dated and covers all building types, but it remains the most cited benchmark for Oman.

Property analysts covering the 2026 market put sale prices for villas in Muscat at around OMR 900 to 1,000 per square metre, ranging from OMR 500 to 800 in affordable districts to OMR 1,000 to 1,400 in prime ones. Those are prices of finished homes including land, developer margin and finance, so they sit well above build cost. Academic work from Sultan Qaboos University has modelled villa construction cost in Oman from built-up area, number of floors and finish quality, which is a useful reminder that the answer is a model, not a constant.

The seven drivers

In our cost plans these are the variables that move a villa's cost per square metre the most.

  • Built-up area and shape: a compact two-storey plan is cheaper per square metre than a sprawling single storey with the same floor area.
  • Structure and ground: rock excavation, poor soils, basements and long spans add cost before a wall is built.
  • Envelope: wall build-up, glazing area and shading decide both the construction cost and the cooling bill for the next thirty years.
  • Finish level: the difference between standard and premium finishes is often larger than the whole structural cost.
  • Services: air-conditioning system type, home automation, water treatment and standby power are where villa budgets quietly double.
  • Site and access: a tight urban plot in Qurum and an open plot in Al Amerat carry different preliminaries.
  • Procurement: a measured bill of quantities and a competitive tender versus a single negotiated lump sum can move the price by more than any material choice.

Where money is lost

  • Design changes after tender, priced as variations at the contractor's rates.
  • No bill of quantities, so the contractor's scope and yours differ from day one.
  • Large provisional sums for kitchens, wardrobes and landscaping that were never really estimated.
  • Forgetting that VAT at 5 percent applies to construction services in Oman.
  • Paying ahead of the work in place because nobody independent is certifying the valuations.

How to get a real number

Ask for an order-of-cost estimate from your consultant at concept stage, then an elemental cost plan as the design develops, then a measured bill of quantities for tender. Each step narrows the range. By the time three contractors have priced the same bill, you have a number you can sign, and a document that controls change afterwards.

What is the average cost per square metre to build a villa in Muscat?
There is no reliable single figure. The most cited benchmark is Turner & Townsend's 2018 survey at about OMR 514 per square metre for Muscat construction in general. Your villa will differ with finish, services and site, so ask for a measured cost plan.
Are villa sale prices per square metre the same as construction cost?
No. Sale prices include land, developer margin and finance. Construction cost is the contractor's price to build the house on land you already own.
