Sultan Haitham City: infrastructure passes major milestones as first phase opens

Oman's flagship new city is moving from earthworks to services. The progress percentages reported in August 2026 tell you where the subcontract demand is about to land.

Where the project stands

Site preparation and levelling are complete and several major infrastructure packages are close to finishing. As reported in August 2026: structural work on bridges has reached 92%, three primary electricity substations are 99.5% complete, the main sewerage line stands at 89%, overall infrastructure services are around halfway, and main and secondary roads are at 58%.

In January 2026 the project signed a development contract reported at around $480 million, alongside tenders issued for infrastructure and primary facility packages.

Scale and phasing

Sultan Haitham City is planned across four phases running from 2024 to 2045, with the first phase covering 2024–2030. The masterplan targets roughly 20,000 residential units overall, developed at an average of about 1,000 units a year.

A portion of the first phase is slated to open in 2026, with approximately 1,700 residential units already sold. Reporting indicates around 70% of tenders in Phases 1 and 2 are under execution.

What it means for the wider market

Enabling works and heavy civils at near-completion means the demand curve shifts. Substations at 99.5% and roads at 58% is the profile of a project moving out of bulk infrastructure and into vertical construction, fit-out, MEP and landscaping.

For subcontractors and suppliers, that transition is the window. For developers holding adjacent land, serviced infrastructure arriving is the trigger that changes a site's feasibility — and the moment to re-run the appraisal rather than rely on the one done pre-servicing.
